The purpose of a Competence Management System is to control in a logical and integrated manner a set of activities within an organisation that will assure and develop competent performance in work. Competence in activities associated with safety-related systems requires qualifications, experience and other qualities appropriate to individuals’ responsibilities, such as training, knowledge of hazards and failures, understanding of working practices, communication skills and an appreciation of personal limitations.

This Safety Competence Management (SCM) course will examine the rationale for competence management in general and examine in detail the issues specific to organisations, teams and individuals involved in the procurement, assessment and development of safety-related systems. Competence management effort should only be proportional to the safety activities undertaken within an organisation; consequently, the principles and processes taught on this course are entirely scalable for different organisational contexts.

Using a mixture of presentations and practical exercises this course will provide sufficient knowledge and skills to enable participants to assess and develop safety-related competence management systems that will satisfy legislative regulations such as the UK Health and Safety at Work Act and requirements specified in safety standards such as MIL-STD 882, IEC-61508 and UK Defence Standard 00-56.

At the end of the course, participants will be able to plan, design, operate and review competence managements systems of appropriate complexity for the risks arising from organisations that procure (acquire), assess and develop safety-related systems.
